Three things that are not the same
Legalisation confirms the document is genuine. That is an apostille or consular legalisation, done in Ukraine.
Translation makes the document readable. It comes after legalisation, in the destination language, by a route that country recognises.
Recognition of the qualification is a decision by a state body or a university about what your diploma is worth in their system. It goes by nostrification, homologación, nostrifikace, Anerkennung — different names, one idea. The authority of the destination country makes that decision, not a translation agency. We prepare the file the application is built from.
The supplement matters more than the diploma
The diploma says you completed a degree. The supplement says what you actually studied: subjects, hours, credits, grades. That is what a qualification is assessed on.
Admissions offices therefore rarely even look at a diploma without its supplement, and ordering a translation of the diploma alone is money you will almost certainly spend twice.
If the supplement is lost, the university reissues it; if the university no longer exists, the archive does. That takes time, so start early rather than a month before the deadline.
The order of steps
First establish what the specific institution requires — the university, the employer, the licensing body. Requirements differ even within one country, and that answer determines everything else.
Then the apostille. For diplomas it is issued by Ukraine's Ministry of Education and Science. Both the diploma and the supplement are apostilled — they are two documents.
Then the translation, by the route the country recognises: a sworn translator, asseverazione, a dichiarazione di valore for Italy, and so on.
Only then the recognition application. Reordering these steps means repeating some of the work.
Soviet-era diplomas and foreign ones
Documents issued before 1991 cannot carry a Ukrainian apostille — a different state issued them. They follow a separate route, often via an archive record of studies.
A diploma issued by another country is legalised by that country. Ukraine does not apostille it under any circumstances.
In both cases send a photograph before ordering anything: the route may turn out quite different from what you expected.
